The Clerk & Recorder Administrator performs highly specialized administrative work in the City and County Clerk and Recorder s Department. This role works closely with the Deputy City and County Clerk to plan and coordinate the administrative functions of the City Clerk s Division. Work includes: serving as clerk to the City Council and to the Local Licensing Authority; issuing various licenses; assisting City and County departments with records and documents and providing the public with information about City and County codes and publications. Acts as the custodian of the City and County's official records in absence of the Deputy City and County Clerk.

Salary Range: $35.09 - $47.47

Essential Required Tasks/Examples of Duties:
  • Serves as clerk to the City Council and Local Licensing Authority.

  • Attends and facilitates evening City Council and monthly evening Local Licensing Authority (LLA) meetings

  • Assists the Mayor with meeting procedures and rules of order as needed, including keeping time and performing roll call votes

  • Drafts and maintains a cross index of all minutes for the Council's and LLA s review and approval

  • Assists in the preparation of Council and LLA agendas and agenda packets

  • Maintains journal of Council and LLA proceedings, records in full all ordinances, motions, and resolutions; administers oaths and takes acknowledgments under seal of the City

  • Maintains executive sessions logs and coordinates their purging with legal counsel per applicable federal, state and county rules and regulations.

  • Manages and executes all Open Records Requests received by the Clerk and Recording Department; coordinates with departments across the organization as needed

  • Reviews and processes business license applications that may include liquor, tobacco, trash hauling, solicitor as an examples

  • Distributes Colorado Code Publishing supplements from Colorado Code

  • Maintains distribution list and updates Councilmembers code books. Proofs the supplements when changes to the Code or when ordinances have been revised.

  • Proofreads, formats and log legal notices, sends notices for newspaper publication, maintains proof of publications and processes invoices as needed. Posts to Broomfield social media as needed.

Minimum Qualifications:

Education

  • High School Diploma/GED - required

  • Bachelor's Degree from an accredited college or university - preferred in public administration, political science, business administration or related field

  • Certified Municipal Clerk (CMC) - preferred, or completion within 3 years of employment.

  • Current Notary commission from the Colorado Secretary of State preferred, or obtained upon hire.

Experience

  • 4 years experience required in administrative and/or business licensing in a municipal government.

  • Experience working with a legislative governing body and/or elected officials preferred

Or any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.

NECESSARY SPECIAL REQUIREMENTS:

Working Conditions:
  • Work is generally scheduled M-F.

  • Regular, predictable attendance required.

  • Some evening and weekend hours.
