Position Summary:
  • Omm IT Solutions is seeking a DB2 Technical Support Engineer to provide critical expertise in maintaining, optimizing, and modernizing client?s database systems. The primary focus is on the five master file databases and three ancillary databases, which support over 50 million beneficiaries and store data for 150 million workers. The role will also involve supporting 3,000 legacy DB2 databases, which underpin client's core applications, including payment systems and debt management.
  • The DB2 Engineer will work with the client?s Division of Database Systems (DDBS) to support the modernization of database access to these master file databases, assist in the transition to a service-oriented architecture, and provide technical guidance for DB2 design and optimization. As part of the client?s IT Modernization efforts, the client is focusing on optimizing its business service delivery by streamlining business processes as well as providing better access to Enterprise data. This modernization effort focuses on reengineering legacy data stores and business processes and constructing new systems that use modern technology in order to overcome limitations that exist in the legacy systems.
Responsibilities:
  • System Analysis and Performance Optimization:
    • Analyze current configurations for master file and ancillary databases.
    • Recommend and implement optimizations to improve data access efficiency and application performance.
    • Support the modernization of data access, transitioning from legacy programs to modern service-oriented layers.
  • Legacy DB2 System Maintenance:
    • Provide expertise in maintaining and troubleshooting legacy DB2 databases, ensuring critical applications continue to perform optimally.
    • Assist in converting legacy database access programs to cloud-compatible solutions and modern standards.
  • Technical Guidance and Collaboration:
    • Advise DBAs on best practices for relational database design, performance, and security.
    • Guide application developers on optimal DB2 usage, database access, and performance enhancements.
    • Support COBOL master file API code used in critical agency processes and collaborate on maintaining MEF, SSR, MBR, and Numident Master Files for batch and online processing.
  • Documentation and Training:
    • Develop and document technical standards and procedures.
    • Conduct training sessions for the client staff on DB2 and new database features to enhance system efficiency and support modernization goals.
  • Section 508 Compliance:
    • Ensure all documentation is fully accessible, adhering to the client's Section 508 accessibility standards.

Requirements

Experience:
  • Current of Prior mandatory the Federal Client experience with:
    • The client?s master file and ancillary databases
    • The Master File DB2 API
    • The Master file and ancillary databases, as well as 100+ applications accessing the master file and ancillary databases to assist in the transition to new master file access methods in DB2 for the critical applications to continue to perform optimally until these can be converted to more modern architectures as part of the agency?s strategic vision.
    • Expert DB2 support with knowledge and experience with the client?s DB2 environment and knowledge of the Master File DB2 API system,
    • Expert DB2 support for the legacy non-master file databases to ensure the most efficient use of the database resources, including the latest features of DB2
  • Proven background in DB2 relational database performance optimization.
  • Previous experience with the client?s DB2 environment or a similar large-scale government or private environment.
  • Required experience with legacy Master Data Access Method (MADAM) API code, modernizing the DB2 Master File API code, maintaining and improving performance, providing support with the agency?s DB2 databases (both master file and non-master file) and projects. Provides updates and information sharing on new DB2 and API features.
  • Extensive expertise with agency?s COBOL Master File API code. Experience with developing, maintaining, troubleshooting, and supporting application teams with agency?s COBOL Master File API code.
  • Experience with maintaining the client?s legacy MADAM DB2 API that interface with the agency?s MEF, SSR, MBR and Numident Master Files for both batch and online processing.
  • Experience with maintaining the agency Master File stored procedures written in SQL/PL, COBOL and Java.
Basic Qualifications
  • Education: Bachelor's degree in Computer Science, Information Technology, or related field.
  • 5+ years of experience working with DB2 database systems in a large-scale, mission-critical environment.

Technical Skills:
  • Expertise in DB2, Assembler and COBOL, including advanced knowledge of relational database features and performance tuning.
  • Familiarity with Java, cloud platforms, and service-oriented architecture for modernization support.
