Description Of Duties / Essential Functions

Houston is the 4th largest City in the United States. Individuals employed by the City of Houston are part of one of the most diverse workforces in the country. In addition to enjoying employee discounts, comprehensive benefit options and generous leave programs, City employees are a part of an institution that sets the trend for other organizations and states, while touching the lives, businesses, health, and well-being of all Houstonians. The Office of Business Opportunity plays an integral role in positively impacting the lives of Houstonians.

The Office of Business Opportunity’s (OBO) vision is to eliminate systemic barriers to prosperity and economic opportunity in the Greater Houston region. Our mission is to cultivate an inclusive and competitive economic environment in the City of Houston by promoting the success of small businesses and developing Houston’s workforce, with a special emphasis on historically underutilized businesses and disenfranchised individuals. OBO executes this vision and mission by administering the City’s Minority, Women, and Small Business Enterprises supplier diversity program, assisting new and growing businesses through targeted programming, and advocating for small businesses at the local, state, and national level. In addition, OBO administers programs and initiatives to address the employment needs of vulnerable Houstonians. OBO also administers the City's Pay or Play Program which aims to level the playing field and enhances fairness in the bid process between competing contractors as it relates to the provision of health benefits. Finally, OBO works to support citywide compliance with Title VI of the Civil Rights Act of 1964, ensuring equity in access to City programs, activities and services so that every citizen has the greatest opportunity to achieve and obtain the foundations necessary for self-sufficiency and success.
