Job Description

Purpose of Position: The Chief Technology Officer (CTO) is responsible for driving the company's technological vision and strategy, leading the development and implementation of innovative IT solutions, and ensuring compliance with federal regulations. The CTO will collaborate with executive leadership, federal clients, and internal teams to ensure the company's technical capabilities align with current and future contract requirements. This role includes the oversight of IT security, technology infrastructure, R&D efforts, and emerging technologies that support the company's competitive positioning in federal contracting.


Duties & Responsibilities:

Strategic Leadership:

  • Develop and implement the company's technical strategy to support federal contract requirements, growth, and innovation.
  • Align technology initiatives with business goals, federal contract terms, and government compliance standards.
  • Provide technological guidance for business development teams, identifying technology trends and federal contracting opportunities.

Government Contracting Compliance:

  • Ensure all technology operations and policies comply with federal regulations, including NIST cybersecurity frameworks, FISMA, ITAR, DFARS, and FedRAMP.
  • Lead the implementation of cybersecurity protocols in line with CMMC (Cybersecurity Maturity Model Certification) requirements.
  • Manage risk assessment and ensure that technical solutions meet government-mandated security and compliance standards.

Project Oversight and R&D:

  • Oversee technical aspects of proposal development for federal contracts, providing input on technical solutions, staffing, and pricing.
  • Lead research and development efforts for innovative solutions that could enhance contract performance and client satisfaction.
  • Ensure on-time, on-budget delivery of technical components in projects contracted by federal agencies.

Technology Infrastructure and IT Operations:

  • Oversee the management and enhancement of the company's IT infrastructure, ensuring scalability, security, and reliability.
  • Evaluate and implement new technologies to maintain a competitive edge in federal contracts.
  • Ensure a robust business continuity plan (BCP) and disaster recovery (DR) strategy for mission-critical systems supporting federal clients.

Collaboration and Stakeholder Engagement:

  • Partner with the CEO, COO and senior leadership on business strategy and the role technology plays in achieving company goals.
  • Collaborate with federal clients, agency IT leadership, and third-party vendors to ensure contract compliance and technical deliverables.
  • Lead technical discussions with potential and current federal clients, promoting the company's technical expertise and capabilities.

Team Leadership:

  • Build, mentor, and lead a high-performing technology team capable of executing on current and future contracts.
  • Foster a culture of innovation, ensuring the technology team is equipped with the latest knowledge and skills to drive federal contract success.

Skills & Qualifications:

  • 10+ years of experience in a technology leadership role, preferably as a CTO or similar position and preferably within the federal contracting industry.
  • Proven experience in software development, IT infrastructure, and project management.
  • Strong understanding of emerging technologies, data analytics, cloud computing, and cybersecurity.
  • Experience with enterprise architecture, cloud solutions (FedRAMP-approved), cybersecurity frameworks, and data management.
  • Knowledge of emerging technologies (AI, ML, blockchain) and their application in government contracts.
  • Excellent leadership, interpersonal, and communication skills.
  • Strong analytical, decision-making, and problem-solving skills.
  • Excellent communication and interpersonal skills, with the ability to lead cross-functional teams.
  • Demonstrated ability to drive change and foster innovation within an organization.
  • Ability to travel
  • Must be able to obtain and maintain a federal security clearance.
  • Familiarity with GSA contracts, IDIQs, and other federal procurement vehicles.
