The Senior Project Manager will lead and coordinate diverse project teams across Waterfall, Agile, and Hybrid methodologies to deliver high-value projects for the Commonwealth s internal and external stakeholders.
Responsibilities:
  • Coordinate activities among vendors, consultants, VDOT IT, and business staff.
  • Oversee development of proposals, statements of work, and RFP responses.
  • Support team development, ensuring accountability and removing work obstacles.
  • Guide multi-disciplinary teams in goal setting, policy development, and project planning.
  • Manage daily project activities and key stakeholder relationships.
  • Set project objectives aligned with agency technology strategies.
  • Track project progress in terms of schedule, cost, and risk, and report to stakeholders.
  • Work with technology leads and solution architects to incorporate best practices.
  • Oversee the full project lifecycle, from procurement to operation transitions.
  • Monitor third-party vendor progress and measure with metrics.
  • Maintain project budget, plans, schedules, resource allocations, and status reports.
  • Adhere to VDOT and VITA project management governance standards.
  • Maintain a positive project culture aligned with VDOT s values.
Required Knowledge, Skills, and Abilities:
  • Proven track record in managing cloud-hosted SaaS implementation projects.
  • Experience leading business and IT resources through requirements documentation.
  • Strong analytical, organizational, and decision-making skills.
  • Excellent interpersonal, verbal, and written communication abilities.
  • Ability to balance quality, scope, schedule, and cost effectively.
  • Familiarity with Agile and Waterfall methodologies, with capability to blend approaches as needed.
  • Knowledge of process engineering and re-engineering techniques.

Qualifications:
  • Minimum of 10 years managing large projects.
  • Bachelor s degree.
  • Proficiency in Project Management tools (Microsoft Project, Visio, Office).
  • PMP certification from PMI.
  • Preferred experience with VITA's Commonwealth Technology Portfolio (CTP) and ECOS processes, as well as PMO methodologies and Commonwealth IT procurement processes.
