Job Description
The Administrative Business Systems Section (ABS) withing the AREA Division within the Department of Information Technology is seeking a dynamic and experienced Manager for the Release Management and Testing Unit in a fast-paced environment. This unit consists of two high-performing teams, a Release Management Team, and a Testing Team. The ideal candidate will have strong leadership and organizational skills, capable of directing teams managing multiple simultaneous releases, as well as a complex testing environment consisting of both manual and automated testing models. This hands-on leader will have proven experience in release management, testing, customer relationship management, project management, resource management, time management, and building and enabling teams to accomplish tasks in a fast-paced environment. Experience with Agile processes, Clarity and Azure DevOps work management systems, and ServiceNow incident management system is highly preferred.
Key customers served by the Release Management and Testing Unit consist of Human Resources, Finance, Supply Chain, and the Office of Administrative Systems Transformation (OAST). To date in 2024, the Release Management and Testing teams have managed over 470 releases, and partnering with the business, thousands of manual test cases have been executed. In addition, an automated testing tool is planned to go live by the end of 2024.
Currently, Releases and Testing center around systems implemented through the Harwick Project such as:

Qualifications
Bachelor's degree with 6 years of experience, which includes 2 years of demonstrated leadership experience; Or, Associated Degree with 8 years of experience, which includes 2 years of demonstrated leadership experience and commitment to obtain a Bachelor's degree within 4 years. Experienced with committee- and consensus-managed, physician-led organization.
Other Qualifications: Requires skill in effective decision making and effective consensus management. Strong understanding of and experience in Technology Management disciplines. Strong understanding of finance, business processes, budgeting and human resources development. Excellent verbal and written communication skills. Demonstrated history of continuing education in personnel and administrative processes. Experience with personnel
management, resource allocation, coaching and mentoring.
Master's degree preferred with 4 years of experience. Experience working in healthcare technology. Experience with managing both custom developed and vendor-supplied products and services. Experience in vendor management and negotiations. Some travel may be required in this position.

- Oracle Analytics Cloud (OAC)
- Oracle APEX low code/no code tool.
