In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in performance measurement; management techniques and theories; collaborating with other offices to identify, develop, collect, analyze, and report performance measures data; assist policy makers in developing, evaluating, analyzing, and interpreting policies to resolve problems of functional significance and impact; analyze administrative aspects of substantive, mission-oriented programs; and recommend and apply new hypotheses and concepts to improve effectiveness and efficiency of operations.

Typical Work assignments include:
  • Performing quantitative and qualitative analysis methods for assessment of management processes, systems, and mission support programs.
  • Providing advice and support to supervisors and managers of headquarters functions.
  • Assisting in research, analysis, planning, assessment, development, and accountability activities necessary to build and implement the agency's performance management framework.
  • Participating in the design and execution of the strategic planning process and assists with the establishment of program performance goals, identify and document performance measurement criteria and indicators, and prepare for or conduct data-driven reviews to assess progress and actively manage outcomes.
  • Reviewing and validating performance measures, targets, and data collection strategies to ensure they are accurate, reliable, and relevant, evaluating gaps in performance.
