We are seeking a Program Quality Control Specialist to join our team supporting a federal health agency. The client is a dedicated organization to achieving administrative efficiencies through applied information technology. We have been actively developing new resources to automate workflows, provide advanced business intelligence and reporting, and to create a central intranet resource to singularly house all policy, guidance, forms, workflows, reports, dashboards, and links to applications used by client/customer staff.

This is a 100% remote position.

Essential Duties and Responsibilities:

The Quality Control and Test Manager is responsible for overseeing the quality control and testing processes across multiple workstreams within a development program. This role involves ensuring that deliverables meet programming standards and contractual requirements. The candidate will leverage their testing experience and senior business analyst expertise to maintain high quality standards across the entire program.

  • Develop and implement quality control procedures and measures.
  • Monitor performance of quality control procedures to ensure effectiveness and efficiency.
  • Conduct audits and reviews to identify areas for improvement and innovation within project teams (and way of working), across work streams of the Program, and within tools developed and supported.
  • Inspect and test materials, processes, and products (code, web-based tools) to ensure quality standards are met, evaluate code coverage of testing, and determine need for refactoring.
  • Mitigate risk through continuous process improvement, root cause analysis, and collaboration with cross-functional teams.
  • Ensure functional documentation aligns with and provides necessary quality and traceability.
  • Identify, document, and report on functionality and/or tool dependencies, risks, issues, and actions, and identify path to success.
  • Perform and support issue root cause analysis, advise stakeholders of issue and impact
  • Maintain various project and system artifacts as needed.
  • Review and analyze service request resolutions, track HD metrics.
  • Work with the development and implementation team, and operational team, to ensure infrastructure needs of innovative projects are met.
  • Conduct and participate in various agile ceremonies such as product backlog refinement, planning, and daily stand-ups.
  • Implement retrospective processes and procedures across various functions, including but not limited to sprint retrospectives. Functions may include project planning, execution, deployment, and development.
  • Conduct manual testing using test procedures, functional application, regression, performance, negative and black box testing
  • Conduct components, functional, and regression testing.
  • Evaluate testing procedures and processes and evaluate execution of such.
  • Prepare reports by collecting, analyzing, and summarizing data.
  • Collaborate with project teams to ensure quality standards are integrated into all stages of projects and across the program.
  • Ensure compliance with regulatory requirements and company policies
  • Drive continuous improvement initiatives to enhance product quality and project/program efficiency
  • Ability to work independently, take ownership of and complete relatively complex tasks, effectively using available resources, as needed, with minimal guidance.
  • Utilize testing experience to develop, execute, and analyze test plans and scripts across various workstreams.
  • Leverage senior business analyst experience to understand business requirements and translate them into testing strategies and quality standards.

Work Experience:

  • 5+ years of experience business process re-engineering, business analyst, quality control, or similar role.
  • Experience participating in and facilitating sprint ceremonies such as sprint planning, refinement, and daily scrums.
  • Proven experience in quality control and testing, preferably in a managerial role.
  • Extensive testing experience, including test planning, execution, and analysis.
  • Senior Business Analyst experience, with the ability to translate business requirements into actionable quality assurance strategies.
  • Experience managing quality across multiple workstreams or within a large program.

  • Proficiency in Microsoft Office suite and other relevant software and tools.

Education:

  • Bachelor's Degree in Business Management, Communications, Marketing, or a related field is preferred. Alternative work-related experience, Military Duty, and/or specialized or higher education may be substituted.

Certificates, Licenses and Registrations:

  • Certifications such as Lean Six Sigma, PMP, SM, or relevant business process/change management certifications are preferred

Travel:

  • Willing to travel occasionally as needed (up to 10%)

Environmental Requirements:

  • Mainly sedentary; in an office environment
  • May be required to lift up to ten (10) pounds
  • Flexible in working extended hours
