The following are the duties of this position at the full working level.

  • Serves as a project manager for HR Governance and Advisory Services Office responsible for projects that impact multiple organizations and/or IRS locations. Projects often cut across business units. Consults with Executives and project and program managers to establish and define the overall goals and objectives, prepares short- and long-term action plans and schedules for various phases of a project.
  • Provides key input to Executive leadership and team members to ensure all project tracking and documentation aspects are completed accurately, thoroughly, and timely. Delivers recommendations and determinations to improve business practices and policies. Prepares recommendation for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support.
  • Responsible for developing the implementation of the initial design of new program activities and interacts with offices such as Department of Treasury and private-industry sources. Responsible for monitoring the progress of projects and updating all project control systems used by the HR Governance and Advisory services teams. Conducts reviews of projects assigned to others within business units to ensure compliance with all customer requirements.
  • Prepares agency directives, IRM issuances, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to the project.
  • Serves as an analyst and leader for the program area, providing expert assistance and advice on relevant HR and service-wide issues and special assigned projects.
Starting at $122,198 Per Year (GS 14)
