The Commission is looking for an experienced senior leader to serve as the Deputy Secretary in the Office of the Secretary. The Deputy Secretary, reporting directly to the Secretary of the Commission, serves as a technical and program advisor. The incumbent assists the Secretary in providing direction to a diverse team of professionals in all matters relating to the receipt, distribution, orderly processing and coordination of filings for proceedings before the Commission; and for serving all official actions of the Commission as required under the Federal Power Act (FPA), the Natural Gas Act (NGA), Energy Policy Act of 2005, the Interstate Commerce Act, and other organic statutes. The Deputy Secretary serves as the Secretary’s expert advisor for developing plans and programs for effective management of OSEC program areas and maintains strong, effective working relationships with both internal and external constituencies. The incumbent serves as the chief advisor to the Secretary of the Federal Energy Regulatory Commission (Commission or FERC) advising the Secretary in the development of plans and programs for the effective and efficient management of all program areas of the Office of the Secretary (OSEC). The incumbent reports to the Secretary and represents OSEC in a variety of settings, including communicating with the FERC Chairman, members of the Commission, senior agency leadership, and external stakeholders.

Major Duties:

  • Responsible for developing internal procedures to carry out day-to-day operations in accordance with governing laws, regulations, guidelines, policies, standards, and procedures of FERC and OSEC. This includes implementing and maintaining procedures to ensure all OSEC activities are handled effectively and efficiently; reviewing and updating workflow procedures to establish streamlined methods for draft order processing, agenda preparation; and issuance and service of all Commission decisions. Establishes project priorities, deadlines, and goals of all OSEC divisions and monitors procedures to guarantee that these responsibilities are fulfilled.
  • Serves as an expert policy resource to the Secretary and senior agency leadership (on behalf of OSEC) and uses comprehensive knowledge of the workings of regulated industries and of the statutes and Commission regulations, policies, and precedent to direct the functions of OSEC.
  • Reviews memoranda, white papers, and reports on complex issues concerning the industries the Commission regulates and Commission policies and practices and advises the Secretary on course of action. Drafts reports, studies, and memoranda on matters within the Secretary’s area of responsibility for use with Commission staff and leadership and for public dissemination.
  • Under the guidance of the Secretary, develops and manages all aspects of OSEC’s budget including human capital related costs, contractor costs, costs for records and document management services provided by the National Archives and Records Administration and other federal agencies, and costs for legal research service provided by commercial entities. Ensures that the office’s budget items meet the guidelines established by the Office of the Executive Director and any other regulatory requirements and oversees tracking of costs and preparation of financial analyses.
  • Assists the Secretary in collaboration, communication, and coordination among all Commission offices on procedural matters concerning processing of draft decisions in the Commission’s order and notice processing workflow management information systems and on procedural matters related to Commission voting.
