- Provides expert advice on information technology (IT) contracting policy and approaches. Initiates, develops, and recommends acquisition policies, procedures, guidance, and controls for ITC. Initiates, develops, recommends, coordinates, and implements procurement policies and guidance associated with the full-range of ITC services. Develops position papers and viable recommendations to respond to specific procurement issues and developments.
- Conducts internal quality assurance reviews associated with ITC contracts. Reviews contracting and contract modification records for consistency with prescribed procedures as well as for soundness of decision. Initiates, recommends, and implements quality improvement techniques to improve the processing of contracting actions.
- Works in full partnership with internal and external stakeholders as it relates with the various service components of the ITC business portfolio to plan and develop the acquisition vehicles necessary to meet the portfolio's service requirements.
- Undertakes or directs special studies as needed and prepares special reports relating to acquisition activities. Maintains contractual data and history, along with other indicators of program execution and effectiveness and compiles data for statistical management reports.
