General Statement of Job
Under limited supervision, plans, schedules and implements a variety of community recreation and leisure programs, activities, and events that meet the needs of a diverse population of customers. Supervises and reviews the work of subordinate full and part time employees, contractual personnel and volunteers. Flexible hours, weekends as required. Supervisor positions may require specialized skills relative to Athletic Management, Aquatic Management, Event/Public Assembly and Program Management. Reports to the Recreation and Leisure Services Assistant Manager.
Essential Functions
Plans, coordinates, implements, and manages recreation and leisure programs and various events to meet the leisure/recreational needs of a diverse population.
Assists in preparing and monitoring divisions operating and capital budgets.
Supervises the daily activities of full and part time employees, contractual personnel, community service workers and volunteers; assigns workloads and establishes work schedules; directs and supervises duties of assigned staff. Supervisory duties include instructing; assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; selecting new employees; acting on employee problems; recommending employee discipline and discharge.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.
Assists in developing and implementing effective marketing efforts to increase public awareness of and participation in programs. Creates various publicity materials and gives public presentations as required.
Schedules facility usage for programs and events.
Ensures the proper cleaning, maintenance and inventory of equipment and supplies.
Inspects facilities (building and grounds) for overall conditions and safety and assigns repair and work accordingly.
Manages the rental/use of facilities by outside groups.
Ensures employee and customer compliance with all safety policies and procedures.
Monitors the activities and behavior of customers; enforces compliance with policies, procedures, and safety rules.
Assists in overseeing customer service activities and personnel.
Receives and responds to inquires, concerns, and complaints of citizens regarding programs, policies, and/or personnel.
Develops cooperative partnerships with other non-profit organizations, community groups, schools, businesses, and government agencies to enhance programming and services and support the department mission. Attends community meetings and events as appropriate.
Assists with grant writing.
Receives, reviews, prepares, and/or submits various records and reports including program evaluations, publication copy, press release, certificates of insurance, instructor contracts, customer surveys, guest registration forms, incident reports, attendance reports, purchase orders, price quotes, performance appraisals, memos, correspondence, etc.
Performs general administrative/office duties as required, including conducting and attending meetings, preparing reports and correspondence, entering computer data, copying and filling documents, answering the telephones, etc.
Operates a vehicle and a variety of equipment such as a computer, printer, calculator, copier, fax machine, telephone, custodial equipment, washer/dryer, fitness equipment, scoreboard, sound system, camera, two-way radio, various hand tools, etc.
Keeps abreast of trends and issues in public recreation by reading professional publications and attending conferences, workshops, etc.
Additional Job Functions
Works at customer service desk as necessary.
Assists with event set-up and break-down and the daily management of programs.
Performs related duties as required.
Minimum Education and Training
Requires a Bachelor's degree in parks and recreation administration, sport management, physical education, or related field supplemented by three to four years of related experience that provides the required knowledge, skills, and abilities or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess and maintain a valid State of Florida Driver's License as required. The Recreation and Leisure Services Supervisor must also possess CPR/AED/First Aid certifications, and have the ability to obtain within 6 months of hire. The Aquatics supervisor must also possess Jeff Ellis & Associates lifeguard instructor, CPR/First Aid instructor certifications, and have the ability to obtain AFO Certification within 6 months of hire. Must possess or obtain the most current FEMA ICS 100, 200, 700, and 800 Incident Command System certifications within 6 months of appointment to the job.

Minimum Qualifications and Standards Required
Position requires at least 40 hours per week and may require working a rotating schedule.
Skill Requirements
Has thorough knowledge of the methods, procedures and policies of the Parks & Recreation Department. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
Has knowledge in the areas of facility management, event management, marketing, community relations, budgeting, sport and recreation management, etc.
Is able to make sound, educated decisions. Has the ability to help plan and coordinate the most effective use of facilities and resources to achieve department goals.
Has the ability to offer training and assistance to co-workers and employees of other departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Is able to read and interpret technical and/or complex materials pertaining to the responsibilities of the job.
Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has knowledge of the terminology used within the department and in industry.
Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation. Has the ability to communicate professionally in confrontational situations. Knows how to make public presentations. Has through knowledge of proper English usage, vocabulary, spelling, and basic mathematics. Is able to help compile, organize and utilize various financial information necessary in the preparation of the departmental budget, and knows how to help prepare and monitor the budget.
Has knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for data and word processing. Has knowledge of the standard tools, materials and practices of the industry. Has skill in the care and use of required tools and equipment. Is able to make minor repairs and adjustments to equipment. Has knowledge of applicable occupational hazards and safety precautions. Knows how to react calmly and quickly in emergency situations.
Physical Requirements
Must be physically able to operate a variety of machines and equipment including a computer, basic office equipment, telephone, sound equipment, etc. Tasks involve the ability to exert moderate, though not constant, physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing, and pulling of objects and materials of moderate weight (10-30 pounds) to heavy weight (up to 100 pounds).
