Time In Grade Requirement: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted).
Basic Education Requirement
Degree: Must possess a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: Must have taken courses equivalent to a major, as shown in the Degree field above, plus appropriate experience or additional education.
Applicants who meet the Basic Education Requirement meet the minimum qualification requirement for the GS-05 level.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-11
Specialized Experience: Must have one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties:

Education: Must have successfully completed three years of progressively higher-level graduate education leading to a Ph.D. degree or possess a Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to the work of the position. (Must submit transcripts).
OR
Combination of Specialized Experience and Education: Must have a combination of experience and education as described above which when combined equals at least 100%. (Only graduate education in excess of two years or 36 semester hours may be combined with experience under this standard.) (You must submit transcripts and a resume that clearly demonstrates this experience).
GS-12
Specialized Experience: Must have one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:

- Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): Visit the OPM website for information on how to apply as a CTAP or RPL eligible. To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. - Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

- This position is eligible for telework within the local commuting area of the position and other flexible work arrangements. Current USDA policy includes telework for an 8-hour work day, 4 days per week; other flexibilities are possible dependent upon availability and/or the position and its associated duties. Employee participation is at the discretion of the supervisor.
- Physical Demands: The work is usually performed in an office setting and in the field. Field visits and reviews may involve substantial walking, climbing, bending, walking over rough terrain, fences, streams, rocky lands, or up steep slopes. The employee may operate a motor vehicle.
- Work Environment: The work is performed both in the field and in an office environment and involves the risks and discomforts normally associated with such places. Frequently, work is performed both outdoors during field visits and reviews and the employee is subject to weather conditions such as high and low temperatures, wildlife, operating machinery, and other safety concerns. Work may require protective clothing and equipment.
