Director of Housing Management

The Housing Authority of the County of Monterey (HACM) was established in 1941 to provide safe, sanitary, and affordable housing for the residents of Monterey County. HACM offers a variety of housing options and services to low and moderate-income individuals, families, and seniors throughout the region. Supported by funding from the U.S. Department of Housing and Urban Development (HUD) and State of California housing programs, HACM is committed to expanding its capacity to meet the growing demand for affordable housing solutions in the area.

The Director of Housing Management is responsible for leading the development, implementation, and oversight of the Housing Authority’s housing programs, including but not limited to Tax Credit, RAD, and other HUD-funded programs. The Director will manage day-to-day operations related to program management, budgeting, compliance with federal and state housing regulations, and residence life services. This role will collaborate with internal departments, community partners, and government agencies to ensure successful program outcomes and excellent resident services.

Key Responsibilities

• Oversee and manage all aspects of housing management operations, including property management, resident services, and maintenance.
• Develop and implement strategies for program administration, including affordable housing initiatives, project management, and budgeting.
• Ensure compliance with HUD, state, and local regulations governing affordable housing programs such as Tax Credit and RAD.
• Lead residence life programs, ensuring residents receive appropriate support and services.
• Analyze and monitor financial performance, ensuring programs operate within budget and meet key performance indicators.
• Collaborate with other departments, including Maintenance, Finance, and Housing Choice Voucher (HCV), to optimize program effectiveness.
• Supervise and mentor staff, fostering a collaborative and accountable work environment.
• Engage in community outreach and build partnerships with local service providers, government agencies, and stakeholders.
• Develop and implement policies, procedures, and best practices for housing management and compliance.

Required Qualifications

• Proven Experience in Program Management and Budgeting: Demonstrated ability to manage housing programs and oversee large-scale budgets, with a focus on maximizing efficiency and resource allocation.
• Expertise in Social Housing and Affordable Housing Programs. Extensive knowledge of affordable housing programs, such as Tax Credit and RAD, and experience working with low-income populations.
• Strong Knowledge of Federal and State Housing Regulations: Familiarity with housing regulations including HUD, LIHTC, RAD, and other related state and federal programs.
• Leadership and Team Management: Proven experience in managing teams, setting goals, evaluating performance, and ensuring professional development within the department.
• Excellent Communication Skills: Ability to clearly and effectively communicate with internal teams, residents, and external stakeholders to achieve program goals.
• Problem-Solving and Analytical Skills: Ability to identify challenges, analyze complex issues, and develop creative, strategic solutions.
• Bachelor’s Degree: In Public Administration, Urban Planning, Social Work, Business Administration, or a related field.

Preferred Qualifications

• Master’s Degree: In Public Administration, Urban Planning, or a related field.
• Experience with Unionized Workforces: Ability to navigate and lead in unionized environments, understanding labor relations and negotiations.
• Proficiency in Property Management Systems and Housing Software**: Familiarity with housing management software such as Yardi or similar.
