Job Summary

Provides key support to the Corporate Security (CS) operating model by being responsible for providing in-depth situational awareness on security risk trends and specific threats that could directly impact employees, elected officials, infrastructure, third-parties, elections, and reputation. Supports and assists the Corporate Security team in investigating, analyzing, interpreting, and communicating information from a variety of sources to identify and assess all-hazard threats with the potential to impact company assets directly or indirectly, such as facilities, personnel, and operations. Serves as an expert resource in the collection, analysis, presentation, and dissemination of security risk intelligence in support of key Corporate Security Programs. Performs advanced security tasks across all Physical Security functional areas.

Distinguishing Characteristics

This is a job classification within the Public Safety-Emergency Management job family. The Security Intelligence Analyst assists in security threat, risk, and vulnerability assessment classification and completion using qualitative and quantitative methods. Develops threat and risk analysis scenarios and response procedures. Conducts advanced physical security intelligence tasks and functions. Provides input into security policies, standards, practices, and procedures. May require a flexible work schedule to meet the needs of the department.

Duties And Responsibilities

  • Responsible for working within the Corporate Security Program and providing direct risk intelligence support in Corporate Security functional areas of business resilience, physical security, supply chain, and business continuity.
  • Establish and maintain cross-functional relationships with key internal business partners to facilitate information exchange and production of joint risk intelligence products where applicable.
  • Conducting briefings on identified risks and delivery of custom forward-looking resilience risk assessments on an as-needed basis.
  • Work with contract partners to prepare, maintain, and manage detailed risk intelligence assessments of our regions, countries, and specific locations.
  • Prepare regular briefs on security issues for dissemination.
  • Produce, maintain, and disseminate threat intelligence summaries focused on functional areas (e.g., physical security, supply chain,)
  • Provide timely risk intelligence in support of Corporate Security Crisis Management and Response plans to ensure effective preparedness after disruptive events, disasters, crime, terrorism, malicious attacks, and human error.
  • Provide the Executive Protection team with threat intelligence assessments related to planned travel of executives, high profile events, and other county functions.
  • Provide rapid assessments of “breaking” security situations and complex issues that could affect operations (e.g., natural disasters, epidemics, pandemics, crime, civil unrest, strikes/riots, kidnapping, political instability, terrorism, activism, economic interruptions, cyber-attacks, and transportation-related catastrophes)
  • Conducts regular monitoring of open-source intelligence, social media platforms, and client-specific intelligence gathering tools for known and potential threats to employees, county assets, elections, and reputation.
  • Collect, analyze, and communicate to support Security investigations in matters related to employee welfare, security incidents, and critical situations.
  • Utilize internal and external systems and information to monitor threats and risks (such as natural disasters, security incidents, terrorist events, and geopolitical situations) that could adversely impact the county’s personnel, travelers, assets, facilities, and/or reputation.
  • Collect and validate intelligence, assess the credibility and reliability of open-source information.
  • Track, document, and report progress on projects and initiatives in areas of responsibility.
  • Support security leadership incident updates, including but not limited to strategic, tactical, and operational threats of concern and briefing key assessments.
  • Deliver analytical assessments in clear, succinct, and appropriately caveated products that project credibility, convey recommendations, and reinforce key messages.
  • Identify threat assessment and management gaps and prepare detailed specifications for collection.
  • Support the management of information, presentation of information, and production of graphics.
  • Conduct comprehensive research on complex topics independently or as part of a larger analytical effort.
  • Monitor all-source information to identify and assess the likelihood and severity of threats proactively.
  • Produce high-quality, timely, and tailored threat assessments for internal stakeholders while managing sensitive or confidential data.
  • Conduct open-source research to assess the potential impact of all-hazard threats.
  • Perform other job responsibilities as assigned.

Minimum Requirements

Education and Experience:

Bachelor's degree in Homeland Security, Criminal Justice, Intelligence, or a directly related field AND three (3) years of increasingly responsible risk and intelligence analyst experience in a comparable position.

Any combination of education and experience, inclusive of risk and intelligence analyst experience, that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:

Valid Texas Driver’s License.

Successful Texas Criminal Justice Information System (CJIS) Background Check.

Preferred Requirements

Active Texas Commission on Law Enforcement (TCOLE) Peace Officer License

Law enforcement patrol or investigations work experience

Executive protection work experience

Knowledge of:

  • Policies, practices, procedures, and terminology of assigned function.
  • Federal, State, Local and County applicable laws, rules, regulations, and guidelines
  • Knowledge of international security risks, criminal groups, geo-political issues, civil unrest, activist organizations, terrorism, and other relevant security threats.
  • Knowledge of standard security communication protocols and security tools.
  • Corporate security threat, risk, and vulnerability assessment techniques (qualitative and quantitative).
  • Effective techniques for presenting complex requirements to County Staff.
  • Excellent writing, interpersonal communication, and organizational skills in a variety of situations.
  • Proficient with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) to effectively track and manage deliverables.

Skill in:

  • Managing time well, performing multiple tasks and organizing diverse activities.
  • Presenting facts, precedents, and recommendations orally and in writing and apply where necessary, negotiation and mediation skills.

  • Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the public.

Work Environment & Other Information

Physical requirements include the ability to lift/carry up to 20-50 pounds occasionally, visual acuity, speech and hearing, hand and eye coordination and manual dexterity necessary to operate a computer and office equipment. Subject to sitting, client/customer contact, standing, walking, vision to monitor, listening to recording, repetitive motion, stooping/kneeling, squatting, bending, and reaching to perform the essential functions.
