Job Summary

Open to Finance Department Employees only

Hiring Range: $72,000.00 - $80,000.00 annually

(salary To Be Commensurate With Qualifications)

Serves as an analyst to designated projects; utilizes independent judgment and discretion on varying levels of assignments and projects. Responsible for planning, administering, and completing assigned projects, which may cross several functional areas while acting as the primary interface of the project. Assignments vary in length and complexity but are generally not permanent.

Essential Duties/Responsibilities

  • Monitors and manages assigned projects that align with the agency’s strategic initiatives and plans, which may include collaboration among many programs to develop, plan, and present/disseminate information among internal and external partners.
  • Identifies needed project information and gathers all needed items such as schedules, assignments, and tasks. Develops comprehensive workflow processes and tasks; builds consensus and delegates ownership of individual tasks. Ensures all aspects of the project are completed timely and accurately.
  • Manages the project schedule, established timelines, and identifies necessary resources. Continuously monitors and communicates project status, progress, and risks.
  • Organizes the activities of assigned members to the project to ensure accurate and efficient project delivery, reduce redundancy, and facilitates communication between all stakeholders.
  • Establishes and monitors project goals, identifies goals, and ensures all applicable regulations and agency guidelines are met.
  • Develops and implements evaluation tools or a metrics component to measure project success and completion timeline.
  • Researches, collects, and manages a wide variety of data. Analyzes, summarizes, and reviews data; interprets results and makes recommendations, summaries, and other written materials.
  • Audits and monitors reports to ensure accuracy and audit compliance within department systems.
  • Performs other duties as required.


Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.

Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

Qualifications

Knowledge, Skills, and Abilities:

  • Knowledge of project management processes and best practices.
  • Knowledge and understanding of County policies and procedures.
  • Must possess a high level of attention to detail.
  • Interpersonal skills to handle sensitive and confidential situations; ability to maintain the security of sensitive and confidential information.
  • Demonstrated strong analytic and critical thinking skills. Ability to gather and summarize data, find solutions to various administrative problems, and prioritize work.
  • Ability to research and analytically make conclusions based on findings.
  • Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner. Ability to respond in a flexible manner and reprioritize work as situations change.
  • Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization.
  • Skill in using a computer and various software packages, including Microsoft Office. Knowledge of desktop publishing, design/layout, website content management systems, and online business platforms.
  • Ability to effectively plan, schedule, and organize.
  • Ability to communicate, motivate, and organize projects among a broad spectrum of personnel frequently under deadline pressure.
  • Ability to demonstrate sound judgment by taking appropriate actions regarding questionable findings or concerns; ability to identify results of efforts and problems identified/potential problems and to develop and recommend corrective actions to leadership.
  • Ability to communicate effectively, both verbally and in writing with proper regard for spelling, grammar, and punctuation.
  • Maintain regular and punctual attendance.


Required Education and Experience:

  • High school diploma or equivalent education.
  • Five years of experience in government finance or project management functions.


Pre-Employment Requirements:

  • Must pass conditional post offer background investigation and drug screen.


Work Conditions

Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs.
