The Business Services Measurement Specialist is responsible for managing measurement systems, including FlowCal, AutoSol, Transport4, TESTit, and PROVEit, and ensuring seamless integration between these platforms. This role involves gathering master data, troubleshooting data discrepancies, and working cross-functionally to minimize pipeline gain/loss (G/L) and lost and unaccounted for (L&U) gas. The specialist will also provide expert input in project planning to drive effective measurement-related decisions.

Responsibilities may include:
  • Provide expert support for measurement systems (FlowCal, TESTIT, SCADA, AutoSol), resolving technical issues and ensuring smooth operations.
  • Manage the integration of measurement data with internal systems, ensuring data accuracy and consistency for NGL and natural gas processes.
  • Apply industry knowledge to enhance measurement accuracy and ensure alignment with best practices and standards (API, AGA, GPA).
  • Ensure the accurate collection, processing, and maintenance of flow computer measurement packets and pipeline systems in the measurement balancing application.
  • Collaborate closely with functional teams (Loss Control, Volumetric Accounting, etc.) to improve system accuracy, efficiency, and data integrity.
  • Develop customer-focused solutions that address business objectives and technical requirements.
  • Maintain strong customer relationships through timely support.
  • Effectively communicate technical issues and solutions to stakeholders through clear written and verbal communication.


Required:
  • Legally authorized to work in the job posting country.
  • 5 years of relevant job-related experience.
  • Proficiency with the Microsoft suit of products and intermediate level Microsoft Excel skills required.
  • 5 years' experience with pipeline measurement balancing.
  • 5 years' experience with pipeline flow meters and flow computers.
  • 5 years of work experience with supporting Measurement applications (preferred FlowCal, TESTIT, SCADA, AutoSol).


Preferred:
  • Bachelor's Degree in Computer Science, MIS, Engineering, or equivalent work experience in a related field.
  • 5 years of experience supporting measurement applications (preferred: FlowCal, TESTIT, SCADA, AutoSol) in the oil and gas industry.
  • Proven experience in oil and gas measurement, with a fundamental understanding of NGL and natural gas business processes.
  • Experience with commodities, volumetric, and accounting-related data, including integration of measurement data with other systems.
  • Familiarity with industry measurement standards such as API, AGA, and GPA.
  • 5 years of experience in a collaborative work environment, working cross-functionally to meet business objectives.
  • Strong understanding of customer needs and the ability to develop win/win solutions.
  • Effective written and verbal communication skills, with the ability to convey complex technical information clearly to stakeholders.
  • Strong commitment to professional values, safety, and ethics.


Midstream

Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
