EXBS Strategic Planning Analyst - Personal Services Contract.

Overview

The Export Control and Related Border Security (EXBS) Program seeks to prevent the proliferation of weapons of mass destruction (WMD) and advanced conventional weapons by helping to build effective national export control and border security systems in countries that possess, produce, or supply dual-use goods and technologies and conventional arms, as well as in countries through which such items are most likely to transit. To this end, EXBS facilitates development, adoption, and implementation of effective legal and institutional bases for regulating trade and transfer of dual-use goods, equipment, and materials, and helps build partner countries’ capabilities to detect, interdict, investigate, and prosecute illicit transfers of such items.

Job Description

THIS IS A NON-PERMANENT POSITION. YOU DO NOT ACQUIRE COMPETITIVE OR EXCEPTED SERVICE STATUS FROM THIS POSITION.

This is a personal services contract position located in the Office of Export Control Cooperation (ISN/ECC), U.S. Department of State, Washington, DC. The incumbent supports EXBS Program implementation and management by serving as a strategic planning analyst on the Strategy and Planning Team (SPT). The position is a hybrid of a strategic planning and data analysis responsibilities. The SPT is responsible for strategic planning; program monitoring and evaluation; performance measurement; development of program tools to improve effectiveness; interagency coordination and program outreach with international partners in support of U.S. national security and nonproliferation objectives; curriculum development; and tracking and compiling assistance delivery data (e.g., activities delivered, equipment provided, persons trained).

Specifically, The Analyst Will

  • Contribute to formulation of forward-looking strategies for EXBS technical assistance objectives to ensure EXBS Program activities support the accomplishment of U.S. national security priorities and nonproliferation needs of EXBS partner countries.
  • Liaise with the other ISN/ECC teams, ISN offices, and the interagency in support of ECC’s and wider Bureau strategic planning processes.
  • Develop, collect, and maintain appropriate program design, monitoring, and evaluation documents in compliance with Department of State’s 18 FAM 300 policy and to improve quality and efficiency of the EXBS Program.
  • Assist with development, maintenance, and reporting of program objectives, indicators, and metrics as required to ensure the successful accomplishment of EXBS Program goals in support of wider Bureau and Department strategies.
  • Work collaboratively with in-country EXBS Advisors, Locally Employed Staff (LES), and EXBS Program Managers in Washington D.C. to support development of bilateral/regional program plans and annual progress reports.
  • Prepare policy papers, cables, briefing and background materials, talking points, press releases, reports to Congress, and other documents in response to taskers, and in support of general office needs, related to functional and regionally cross-cutting issues. Provide interagency coordination in support of the same.
  • Plan and support organizing and coordinating multilateral conferences and training events, including distance-learning (virtual) engagements; operate and participate in webinars and video conferences on a variety of platforms to support effective diplomatic exchanges and training activities.
  • Collaborate with U.S. interagency to develop conference agendas and exercises, and to identify subject matter experts. Coordinate directly with U.S. embassy and foreign government officials to formalize conference proceedings and logistics. Research and draft statements of work and cost estimates for government contracts. Provide management oversight of implementers to ensure effective use of foreign assistance funds, consistent with the approved project budget.
  • Travel (domestic and overseas) periodically, as needed.

Other Duties May Include

  • Maintain an accurate and thorough digital library of courses and activities regularly offered by the EXBS program. Work with implementers of those courses as well as with other key stakeholders (e.g., EXBS Advisors and other U.S. agencies with subject matter equities) to collect and analyze course evaluation metrics, with a view to adjusting or eliminating activities that are ineffective.
  • Coordinate and support ECC representation in bilateral and multilateral partnerships within and beyond the U.S. Government Interagency. For example, represent office equities in the Global Partnership (GP) initiative alongside other bilateral and multilateral fora.

  • Must be a U.S. Citizen and be able to obtain a Secret Clearance.

  • Strong ability to plan, organize, coordinate, implement, and evaluate program activities and policies, as well as anticipate, communicate, and address project risks.
  • Effective time management skills and demonstrated ability to be flexible and multitask assignments regularly.
  • Capacity to communicate precise information and instructions, both verbal and written, in clear, unambiguous terms. Ability to explain a desired course of action thoughtfully, factually, and in a compelling manner.

  • Experience with WMD nonproliferation programs and with foreign governments in the following:
  • Strategic Trade Control (STC) development and programming, to possibly include legal/regulatory, licensing, industry outreach, and enforcement techniques and best practices.
  • Understanding of effective monitoring and evaluation best practices, including experience in undertaking comprehensive evaluations of large programs, projects, and/or systems and processes.

Annual & Sick Leave:

  • The Contractor will accrue and request annual and sick leave (paid time off) in accordance with the Office of Personnel Management (OPM) regulations. For full-time employees, annual leave accrual rates start at 4 hours every biweekly pay period, while sick leave accrual is 4 hours every pay period. Those entering on duty with prior military service and/or federal service can credit their years of service for higher annual leave accrual rates.
  • The employee will also be paid for federal holidays that fall within their regularly scheduled tour of duty. While serving abroad, the Contractor will also be entitled to all holidays granted by the U.S. Embassy to U.S. citizen Civil Service and Foreign Service employees.

Health & Life Insurance Reimbursement

  • If eligible: The individual selected will be provided a contribution (reimbursement) of 72 percent against the Contractor’s health insurance premium costs toward either an individual or family policy, provided that such costs may not exceed the maximum U.S. Government contribution for direct-hire personnel as announced annually by OPM. The Contractor will also be provided a contribution (reimbursement) of 50 percent against the actual costs of an individual annual life insurance policy not to exceed $500.00 per year.
