Job Summary

The Office of the Commissioner of the Revenue is seeking qualified applicants for the position of Systems Analyst. The Systems Analyst will play a crucial role within our technology team, addressing a wide range of technical challenges to support our TAX Assessment and CAMA (Computer assisted mass appraisal). The Systems Analyst should have previous experience as a SQL Data Analyst, possess exceptional skills in SQL data analytics, queries and reports essential for business operations and decision-making processes and will be involved in developing, writing and maintaining a multitude of SQL reports and queries. This position will work closely with colleagues, developers, testers, and a variety of end users to ensure technical compatibility and user satisfaction across Loudoun County s tax assessment and commercial mass appraisal (CAMA) systems. Responsibilities include, but are not limited to:
Write and optimize complex SQL queries to efficiently retrieve, manipulate, and aggregate data from databases. Ensure optimal query performance by understanding execution plans, indexing strategies, and database statistics.
Collaborate with stakeholders including business analysts, data scientists, and end-users to understand reporting requirements. Design and develop SQL-based reports using tools like SQL Server Reporting Services (SSRS), Power BI, or similar platforms.
Extract data from multiple databases or sources and transform it as necessary for reporting purposes. Perform data joins, apply business rules, and aggregate data to meet specific reporting needs.
Ensure the accuracy and reliability of data used in reports through thorough testing and validation procedures. Verify data integrity across different sources and ensure consistency in reporting outputs.
Deploy SQL-based reports to reporting servers (e.g., SSRS), ensuring proper configuration and accessibility for end-users. Monitor and maintain existing reports to accommodate changing business requirements and data sources.
Monitor the performance of SQL queries used in reports. Identify opportunities for optimization, analyze query execution times, and monitor database server performance metrics. Hiring salary commensurate with experience.

Minimum Qualifications

Requires any combination of education and experience equivalent to a bachelor s degree with coursework in Computer Science, Management Information Systems or related field and 2 years of previous IT experience. Preferred Qualifications
Ability to communicate effectively in both oral and written forms (explain technical concepts in non-technical terms to individuals and groups); research and resolve inquiries; demonstrate initiative; and work independently with minimum supervision.
Previous experience with IasWorld, CAMA systems, Oracle, or SQL in the financial, construction, or appraisal industries is preferred. Familiarity with Virginia local tax structures.
Proven experience as a SQL Data Analyst with a focus on report writing.
Strong proficiency in SQL programming and database management systems (e.g., SQL Server, MySQL).
Experience with SQL Server Reporting Services (SSRS) or similar reporting tools. Familiarity with data visualization tools such as Power BI.
Knowledge of database optimization techniques and performance tuning.
Excellent analytical and problem-solving skills with a keen attention to detail.
Ability to work collaboratively in a team environment and communicate effectively with stakeholders.
Certification in SQL Server or relevant technologies.
