Job Summary

This position is located in the Office of the Inspector General (OIG), Business Management Division, Contract and Procurement Unit. The OIG is an organization responsible for promoting economy, efficiency, and effectiveness to detect and deter fraud, waste, abuse and mismanagement of District government programs and operations.

The incumbent will serve as an Procurement Analyst, responsible for ensuring that the agency follows District and Federal government procurement regulatory requirements as well as internal policies and procedures while keeping the Contracting Officer and Contracting and Procurement Unit (C&P) staff informed of all major changes and/or critical issues. Serving as a liaison between the agency and vendors for functional and technical deliverables; as well as the program coordinator for the D.C. purchase card program.

Duties And Responsibilities

Reviews, analyzes, and/or interprets District/Federal procurement statutes, regulations, policy, concepts, guidance, or procedures to effectively resolve contracting or procurement issues.

Conducts internal compliance audits of procurement documentation and procedures; assists the Contracting Officer with preparing rate and cost adjustments and /or analysis, final payments, and release of claims with the supervisor's approval to increase the efficiency and effectiveness of the Contracting and Procurement Unit.

Reviews and reconciles various documents to record and resolve a variety of problems through coordination with vendors and personnel in receiving, supplying, and buying offices. Serves as liaison between agency and vendors for functional and technical deliverables; serves as the program coordinator for the D.C. purchase card program.

Assembles and reviews various solicitation packages that involve numerous line items, contract clauses, provisions, and attachments for incompatible information or administrative discrepancies.

Provides procurement support work throughout the procurement cycle by assembling contracts, abstracting bids, processing amendments and modifications, monitoring the status of deliveries, reconciling invoices, and preparing information for closing out contracts.

Reviews requisitions for materials, supplies, and tuition assistance packages; verifies documents for accuracy and completion of standard formalities and then forwards packages for approval. Enters Requisitions for goods and services in D.C. Procurement Automated Support System (PASS) and arranges for delivery of goods and distributes appropriately. Resolves any routine order discrepancies and related issues with materials received from suppliers.

Maintains electronic catalogs in PASS to ensure information is entered accurately; identifies and informs supervisor of problems or issues that arise. Provides electronic format and advisory services to vendors for catalog formation.

Performs other related duties as assigned.

Qualifications And Education

Thorough knowledge of pertinent District and Federal Government contracting and procurement statutes, Executive Orders, laws, regulations, principles policies, and procedures.

Knowledge of and skilled in applying analytical and evaluative methods and techniques concerning the efficiency and effectiveness of procurement and contracting operations.

Comprehensive knowledge of contracting procedures, methods, contracts and incentives, price/cost analysis, and technical evaluation techniques to identify contractual opportunities for small and disadvantaged businesses, review procurement requirements and satisfy small business program objectives.

Advanced skills to operate personal computers (PC), utilizing Microsoft Word, Excel, Access, PowerPoint, PASS, SOAR, DIFS, etc. and a willingness to learn new technology associated with assigned work tasks.

Knowledge of policies and programs sufficient to counsel business firms of opportunities and procedures for obtaining District contracts; conduct compliance reviews of prime contractor’s operations and perform pre-award reviews of subcontracting plans.

Demonstrated ability to communicate effectively both orally and in writing to convey information and to compose reports, memoranda, etc., and to effectively interact with District government employees, private sector, federal government, and the public in an efficient manner.

Understanding District and Federal procurement and contract regulations, small and disadvantage business utilization policies, agency operations standards and manuals, and various industry trends.

AND

At least 1-year of relevant experience equivalent to the next lower grade level. (Required)

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Preferred)

The work is performed in an office environment. The work area is adequately lighted, heated, and ventilated.
