THE POSITION

The Office of Unemployment Compensation Tax Service's (OUCTS) is seeking a new Clerical Assistant 3 to keep Pennsylvania taxpayer account information accurate and up-to-date with our team. DESCRIPTION OF WORK

In this position, you will process system generated tasks and complete additional actions due to customer inquiries in our Unemployment Compensation Management System (UCMS). This includes reviewing data and attachments to identify similar or duplicated records, updating contact or other account information, and processing employer's quarterly paper report tasks. You may also initiate contact or correspondence with employers or other OUCTS staff to obtain the missing or correct information to complete tasks. Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time after successfully completing the training. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: The starting salary is non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:
  • One year as a Clerical Assistant 2 (commonwealth title); or
  • One year of moderately complex clerical experience; or
  • An equivalent combination of experience and training.

  • You must be able to perform essential job functions.


Legal Requirements:

  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.


This position is subject to the provisions of a collective bargaining agreement or memorandum of understanding. If no applicable union-covered bidders apply, other applicants may be considered.

  • Part-Time and Temporary Clerical Assistant 3s are eligible for lateral transfer.

    Promotion Without Examination (PWOE):
    • Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications:
    • Clerical Assistant 2
    • We will also consider applications from current Commonwealth employees in pay scale group ST03 for which there is a logical occupational, functional, or career developmental relationship to this position. All applicants must meet the minimum experience and training requirements.
    • Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
    • The promotion without examination requirements are issued in accordance with merit system employment regulations.
    • Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
    • Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
