Background: Equal Access International (EAI) a non-governmental organization (NGO) headquartered in Washington, D.C. partners with communities around the world to co-create sustainable solutions utilizing community engagement and participatory media and technology. With funding from bilaterals, multi-laterals, foundations, and individual donors, EAI has a 23-year record of accomplishment implementing social change projects in Afghanistan, Burkina Faso, Cameroon, Chad, Cte d Ivoire, Kenya, Mali, Nepal, Niger, Nigeria, Philippines, Somalia, and Tajikistan.
Equal Access International (EAI) seeks an experienced Consultant to help strengthen the Securing Nigerian Communities Project s Early Warning Early Response methodology.

In July 2020, EAI began implementing Securing Nigerian Communities (SNC), a five-year project focused on strengthening community safety through inclusion of community members and stakeholders in the entire framework of the security architecture. The project is designed to develop a sustainable Early Warning Early Response (EWER) system, to increase Civilian Security (CivSec) by promoting the involvement of all actors, especially women and youth, in issues of peacebuilding, safety, and security in their communities. The project builds the capacity of community members, stakeholders, and the Civilian Security Platforms (CSP) and Community Accountability Forums (CAF) on conflict transformation, social cohesion, community resilience, and other attributes with funding from the United States Department of State.

Objectives
Review and strengthen the project's existing EWER methodology and approach document.
Support the development of a comprehensive, evidence-based EWER model with evidence and research tailored to the Northern Nigeria context.
Provide strategic recommendations for future EWER programming based on best practices and lessons learned.

Statement of Work:
Review the existing EWER Module and draft Methodology:
o Review background materials (quarterly reports, Most Significant Change reports)
o Conduct short interviews with in-country staff to understand EAI s current EWER work and approach
Provide strategic input to the programs methodology on EWER, referencing existing evidence and best practices.
o One pager about SNC s EWER methodology
Join discussion calls throughout the period of performance approximately one hour each.

EWER Model:
o Using existing data, draft a written model about community-led early warning and early response in Northern Nigeria, incorporating women and youth involvement

Expected Deliverables

Enhanced EWER Methodology:
Detailed document outlining the improved EWER methodology for SNC.
One-page executive summary of the methodology for quick reference.
EWER Model for Northern Nigeria:
Comprehensive written model for community-led EWER in Northern Nigeria.
Visual representation of the model (e.g., flowchart or infographic).
Detailed recommendations for future EWER programming based on global best practices

Expertise
Proven expertise about Early Warning Early Response
Demonstrated experience in project design
At least 6 years of international development experience required
Demonstrated strong writing skills
Knowledge of Nigeria preferred
Fluency in English required
Ability to synthesize technical information and data to create engaging and compelling text while maintaining technical accuracy
Ability to juggle multiple demands, manage shifting priorities, and negotiate timelines

Anticipated Duration: from November 1, 2024 to December 31, 2024

Place of Performance: Remote

Anticipated Level of Effort: 30 Days

EAI will make available to the consultant the following:
EAI contracts, reports, annexes, and any other documents to be reviewed as required.
