Job Overview: We are seeking an experienced Senior Knowledge Manager to lead efforts in aligning processes and technology to enhance information sharing across CI/HUMINT modernization efforts. The Senior Knowledge Manager will be responsible for drafting, reviewing, and managing all formal knowledge management requirements and documents, ensuring they align with the organization's strategic goals. This role involves collaborating with stakeholders across the intelligence community, private industry, and academia to solve complex intelligence analysis challenges, and facilitating knowledge sharing throughout the organization.
Primary Duties and Responsibilities:
- Lead the alignment of processes and technology to enable seamless information sharing by collectors and organizations in support of CI/HUMINT modernization
- Initiate, draft, and review all formal knowledge management requirements and documents for the Directorate of Operations (DO). Store and organize requirements in an approved centralized database or content management system
- Work with stakeholders, including government entities, academia, and private industry, to identify and implement solutions for complex intelligence analysis problems and shortfalls
- Stay informed on research and development activities within government, the Intelligence Community (IC), and industry to identify innovative solutions to current and future intelligence collection requirements
- Validate knowledge management requirements and capabilities with customers and support the documentation of DO knowledge management capabilities, requirements, and investments
- Compile reports on performance metrics, usage, future requirements, and knowledge management capabilities such as messaging, search, temporal analysis, imagery exploitation, collaboration, and more
- Directly support senior knowledge management strategy analysts in strategy development and provide assistance to government policy analysts in developing and supporting knowledge management-related policies
- Conduct organizational infrastructure assessments, perform knowledge audits, and identify knowledge gaps and shortfalls. Develop courses of action to address these gaps and enhance knowledge management processes
- Design and develop the Knowledge Management Strategic Plan, including architecture, roles, success metrics, and change management strategies. Ensure explicit and tacit organizational knowledge is managed effectively
- Develop and implement a comprehensive communications strategy and plan to facilitate internal and external knowledge sharing and collaboration.
- Conduct continuous process improvement activities within knowledge management, ensuring that lessons learned and organizational policies are integrated into everyday operations
- Provide training, branding support, and content development related to knowledge management, while supporting organizational continuity and maintaining a Knowledge Management continuity plan
Qualifications:
- 10+ years of experience and a Masters Degree (or equivalent experience)
- Proven experience in knowledge management, particularly in intelligence or defense-related organizations
- Strong understanding of CI/HUMINT operations and intelligence community practices.
- Expertise in data, content, and records management systems
- Strong collaboration skills, with the ability to work across government, academia, and industry
- Excellent verbal and written communication skills to compose and deliver complex reports and recommendations
- Experience in developing strategic plans, conducting audits, and implementing knowledge management policies

- Must hold a TS/SCI clearance and be willing to submit for a CI Poly
