The South Asia Region Context

The South Asia Region (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) is at a crucial stage of development. Rapid economic growth, driven by urbanization and demographic dividend, has brought down poverty rates, but severe forms of exclusion and disparities based on ethnicity, caste, and gender remain. Rapid growth has also come with congestion and pollution in cities. South Asia is more than other regions affected by changes in temperature and extreme weather event. Additional challenges are that South Asia is underperforming in exports, has large informal sectors and low female labor force participation rates. All these challenges must be addressed to secure rapid growth in coming decades. Private sector led growth, focused on investments in infrastructure, energy, logistics and cities are essential to generate the jobs needed to employ South Asia's sizeable youth population. At the same time, the region needs to continue building human capital so that South Asia's population is well equipped for the jobs of the future.

The Sustainable Development Practice Group

The Sustainable Development (SD) Practice Group (PG) helps countries tackle their most complex challenges in the areas of Agriculture and Food, Climate Change, Environment, Natural Resources & Blue Economy, Environmental and Social Framework, Urban, Disaster Risk Management, Resilience & Land, Social Sustainability and Inclusion, and Water. SD program in SAR includes a lending program of $3.4B for FY22, an active portfolio of 119 operations with $20 billion under implementation, and a dynamic program of 60 ASAs across all SD sectors.

Social Sustainability and Inclusion Development Context

Social Sustainability and Inclusion Global Practice (SSI GP) helps countries tackle deep rooted social problems stemming from fragility, climate change, exclusion, and the digital age with people centered solutions that build on local values and institutions. The GP engages with citizens, communities and governments to deepen resilience, build inclusion, and empower vulnerable and marginalized groups to have influence and voice. The GP prioritizes participatory, multi-sectoral approaches that build on norms and informal institutions to address social challenges and to build more inclusive, empowered communities. It also works across the Bank's portfolio to implement the Environment and Social Framework (ESF) standards and strengthen inclusive development.

SSI Units in South Asia Region (SAR)

The SAR region has two SSI units (SSAS1 and SSAS2), covering five country management units (CMUs), which in turn cover the following countries: Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka.

The Position:

SSAS1 is seeking an Economist to be based in Washington, DC. The Economist recruited for this position will be expected to provide technical, research and project management support to the South Asia Gender Innovation Lab. This position entails a diverse set of responsibilities, including leading on the design and implementation of impact evaluations, as well as providing overall support to the implementation and management of the program and activities geared towards research uptake.

The Economist will report to the Practice Manager for SSAS1.

Duties and Accountabilities:

SAR GIL supported impact evaluations:

Lead on the design and implementation of selected impact evaluations; including working with researchers and implementers to identify key questions to be addressed, outcome indicators to be used, data sources, sample sizes (sampling framework, power calculations), field procedures, timelines and budget;
Design baseline, endline and follow-up surveys, conducting or supervising data cleaning and analysis (using STATA), and writing relevant research papers and technical reports;
Work with task teams, including government counterparts and World Bank teams, in South Asia to identify and develop pilot interventions and impact evaluations that implement and test innovative solutions to ease constraints to women's economic empowerment;
Build and manage teams comprised of World Bank staff, external researchers, data analysts, field staff and survey teams to monitor implementation of evaluation plans and ensure compliance with randomization protocols and treatment assignments;
Sensitize government counterparts and teams responsible for project implementation on impact evaluation objectives and approaches, as well as provide coaching and capacity-building as needed;
Present key research findings and conduct technical workshops and training sessions targeted at government counterparts, project teams and other audiences;
Support SAR GIL's technical review process for new impact evaluations, organize and lead peer review sessions;
Contribute to the development of rigorous analytical gender diagnostics and evidence reviews.

Research uptake, portfolio management and implementation support:
Lead the preparation of SAR GIL policy briefs, technical notes, working papers, evidence reviews and other materials to support research uptake;
Support dialogue with World Bank project teams, government counterparts, partner organizations as well as broader dissemination efforts with development practitioners using impact evaluation findings and lessons learned to inform the design of projects, policies and strategies;
Develop and/or contribute to concept notes, proposals, work plans, and budgets for SAR GIL supported activities;
Support fundraising efforts by contributing to fundraising proposals and reports to donors, tracking performance metrics, etc.;
Prepare briefs, presentations, blogs, and other written outputs to document lessons learned and key achievements of project interventions and their evaluations;
Contribute to the preparation of progress reports to management and other corporate gender reporting requirements;
Support the coordination, management, planning, and delivery of SAR GIL's communication efforts, including the preparation of BBLs, webinars, etc.;
Serve as a focal point for critical topics of engagement, mentor junior staff, and support the unit's quality team on operational and/or analytical advice to other Global Practices and CMUs;
Assist on ad hoc requests, e.g., consultant selection, contract processing, portfolio reviews, etc.

Selection Criteria

Minimum of Master's degree (PhD strongly preferred) in economics or related field;
Minimum of five years of relevant professional and/or academic experience, with a focus on gender and experimental impact evaluations
Experience with large-scale data collection in developing countries, including designing questionnaires and implementing surveys, preferably using computer-assisted personal interviewing (CAPI);
Excellent analytical and quantitative skills including a strong econometrics background, and the ability to use STATA;
Experience with sampling design, power calculations, and analysis of data from complex sample surveys;
Excellent project management and task organization skills;
Excellent oral and written communication skills in English;
Previous experience working on/in South Asia and a very good understanding of the research on women's economic empowerment in the region;
Outstanding publication record in relevant peer-reviewed journals;
Experience working on/with World Bank lending operations a plus;
Experience in qualitative research methods and mixed methods a plus;
Experience drafting communication products (blogs, policy briefs, etc.) to disseminate research findings a plus;
Previous experience working with governments, development partners, or non-governmental organizations a plus;
Willing and able to undertake frequent international travel;
Proven capacity to work efficiently and produce high-quality products within tight deadlines;
Demonstrated ability to work effectively in teams, share knowledge and respect the point of view of others;
Proven capacity to multi-task, deliver results and respond quickly and effectively to requests or feedback; ability to work under pressure, problem-solve, and meet deadlines;
Good team player with strong interpersonal skills, enthusiasm, and commitment to work in a team-oriented, multi-cultural environment;
Strong oral and written presentation and writing skills, creativity, and problem-solving ability; and
Enthusiasm for, and commitment to, poverty alleviation, social development, gender equality, and addressing the needs of the most vulnerable.
