Senior Procurement Specialist - Level 3

Our Federal Government client is looking for a Senior Procurement Specialist - Level 3 in Ottawa, ON (National Capital Region). The following qualifications are required:
Job Description:
The objective of this requirement is to provide one (1) Senior Procurement Specialist, and (1) Intermediate Procurement Specialist through Task and Solutions Professional Services (TSPS) to play a pivotal role in enhancing the procurement function of our major project. These services are required to plan, coordinate, advise, facilitate, guide, prepare the procurement process, and draft all associated procurement documentation (e.g. Request for Qualifications ( RFQ ), Request for Proposals ( RFP ), Project Agreements, evaluation criteria, etc.) for the selected procurement model. The services will extend to the development of Indigenous Participation Plan requirements. Supporting services on procurement and Indigenous engagement, or other, as deemed necessary to support the Project also forms part of the requirement.
MANDATORY QUALIFICATIONS:
The Senior Procurement Specialist - Level 3 must have the following skills and experience:
  • Language(s): Bilingual (French/English)
  • Security Clearance: Valid Enhanced Reliability
  • The Applicant must clearly demonstrate that the proposed Senior Procurement Specialist has a minimum of 120 months of experience within the last 180 months as lead Procurement Specialist, Procurement Advisor or Procurement Manager or equivalent title, to plan and execute a competitive procurement process within the Canadian Federal and, or Provincial Governments, or Government Crown Corporations.
  • The Applicant must clearly demonstrate that the proposed Senior Procurement Specialist has experience in providing procurement advice in a leadership role on a variety of procurement models. The Applicant must provide a minimum five (5) complex projects, within the Canadian Federal and , or Provincial Governments, or Government Crown Corporations, valued at minimum than $100 million design- construction value defined on the SoW document on which the Senior Procurement Specialist has acted in a lead procurement advisor capacity.
  • The Applicant must clearly demonstrate that the proposed Senior Procurement Specialist has worked on at least one (1)
    • Hospital, Laboratory, Preservation or Scientific Research Facility project; or
    • Hospital, Laboratory, Preservation or Scientific Research Facility strategic program within the Canadian Federal Government, or Provincial Government of Canada, or Crown Corporations within the last 60 months in a procurement advisory capacity; within the Canadian Federal Government or Provincial Government of Canada, or Crowne Corporations within the last 60 months in a procurement advisory capacity.
  • The Applicant must clearly demonstrate that they have experience in developing the contractual requirements for an Indigenous Participation Plan on at least one (1) of the projects listed in above
