- Serves as the agency policy advisor and principal expert for one or more of the HR functional areas, including employment and compensation, talent management, classification, leave administration, awards/recognition, and/or work-life programs.
- Strategically anticipates regulatory changes, program challenges, identifies applicable program, policy, and procedural areas of concern and develops solutions to best support the Agency's strategic planning efforts.
- Leads program evaluation within the human capital framework, providing guidance, oversight to matrix teams.
- As a technical expert, provides staff level advice to both management and operating HR offices in the development of solutions to especially complex problems.
- Interprets and clarifies HR policies, standards, and procedures.
- Produces knowledge articles, fact sheets, and policy advisories within assigned program areas.
- Evaluates the content of new or modified OPM and DoD guidance material, determines impact upon Agency programs and resources, and recommends changes, expansion, or revisions.
- Represents DLA Human Resources (J1) at senior leadership level meetings and working groups, ensuring that policy and decisions are consistent with DoD/DLA strategic initiatives.
