The Assistant Director, of EEO Complaints, serves as a first-line supervisor for staff conducting EEO Formal Complaints programs, ensuring that program operations and projects are conducted in compliance with laws, regulations, policies, and procedures.

  • Serves as Equal Employment Opportunity (EEO) Specialist and the principal advisor on EEO Formal Complaints. Manages, directs, oversees, coordinates, and evaluates the EEO Formal Complaints programs.
  • Continuous monitoring to ensure timely processing of extremely complex final agency decisions, appeal process and execution of EEOC Orders and negotiated settlements, orders of full relief and corrective action, and to effectively formulate or modify plans and policies to satisfy changing conditions and requirements.
  • Provides analysis of Formal Complaint process. Monitors appeal process and ensure compliance of Regional and Field Offices in Equal Employment Opportunity Commission Decisions.
  • Ensures instances of non-protected class harassment and/or professional misconduct reported during a Report of Investigation are referred over to the Office of Professional Conduct for action. Analyze procedures for filing Formal EEO complaints to identify areas of efficiency or automation.
  • Conducts briefings to discuss issues affecting the workforce, the effectiveness, and status of EEO program goals, efficiency, and legal compliance of all areas of the EEO Formal Complaints program. Provides technical guidance to assigned staff and ensures appropriate coordination of their EEO functions and responsibilities.
  • Manages the processing and disposition of all individual and class EEO Complaints and ensures full cooperation with EEO Counselor and EEO personnel in the timely, fair, and prompt processing, investigation, and resolution of complaints.
  • Keeps abreast of developments in the Federal EEO process, regulations, policies, procedures, and corporate policies that affect the complaint processing program or issues that might arise in alleged complaints. Maintains an ongoing and up-to-date understanding of federal sector EEO law by attending webinars, conferences, and training, as well as reading journals, articles, and case law.
  • Develop and review policies and/or EEO complaint activities affecting the employment of all personnel. Reviews, analyzes, and interprets all pertinent policy and regulatory issuances relating to equal employment opportunity complaint programs in the activity including Executive Orders, laws, and issuances of guidance from OPM and EEOC. Directs the formulation of policies and programs in the administration of EEO Complaints Processing and reporting system for the individual and class complaints filed (based on race, age, sex, national origin, color, religion, disability, reprisal, and genetic information); considering the inter-relationships of extremely complex national policy, statutes, precedent-setting case law, FDIC directives in developing policies, procedures, and guidelines for processing complaints of discrimination.
  • Manages, directs, and oversees a senior-level staff comprised of EEO specialists, technical writers, and administrative and operational personnel. Provide technical and administrative supervision to subordinate staff. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Incumbent exercises full range of human resource and personnel management. Evaluate the work performance of subordinates. Gives advice, and counsels employees on both work and administrative matters. Interviews candidates for positions, and recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training.
