The Office of Public Information and Education is responsible for providing information to the public and to the copyright community regarding U.S. copyright law and Copyright Office services. Staff of the Office of Public Information and Education respond to inquiries from the public, create and distribute Copyright Office publications, plan and execute a variety of educational activities, engage in outreach with diverse audiences via social media, and maintain the Copyright Office’s website.
The position reports to the Deputy Director of the Public Information and Education Office. The position manages, oversees, and directs the Outreach and Education Division, which holds responsibility for the development, implementation, and management of all programs and efforts directed to audiences external to the Copyright Office including the general public, specialized audiences, students, and political and executive branch officials.
Performs the administrative and management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Observes workers' performance and demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to supervisors related to work and administrative matters.
Oversees the day-to-day operations of the Outreach and Education Division, which is responsible for providing authoritative information about the copyright law to the public and establishing educational programs. Engages in long-range management plans for efficient and effective program and project implementation and administration. Prepares detailed plans, goals, objectives, requirements, and criteria for complex or costly management processes and systems. Provides guidance based on analyses of interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. Makes authoritative recommendations to resolve, implement, or manage program or policy issues.
Leads and manages the daily operations of the Copyright Office's communications and social media program. Creates and reviews information materials aimed at informing, educating, and influencing various audiences, including the general public, specific interest groups, members of Congress, private sector leaders, and media representatives, about the Copyright Office's activities. Directs both internal and external communications initiatives, applying sound judgment to determine the scope, focus, and approach of these efforts. Establishes the communications program's goals and objectives, identifying areas for improvement in methods and processes. Proactively assesses communication needs, challenges, opportunities, and trends to ensure new or updated strategies are aligned with current programs and priorities.
Acts as an expert on special projects, advising top management on major office issues. Provides leadership, oversight, and direction for new management initiatives and projects, particularly those with wide or significant effect upon the organizational structure and human resources policies, processes, operations, and procedures and works with Copyright Office managers and supervisors to manage the changes required to implement them. Organizes assigned projects and then plans, organizes, and directs team work. Leads or serves as a key team member on cross-agency teams or working groups designed to address needs related to mission-driven needs.
Provides expert advice to address complex issues of significant importance. Analyzes office-wide programs and projects, leading efforts to promote Copyright Office initiatives through marketing, public relations, and outreach strategies. Develops and produces comprehensive communication materials, including press releases, blog posts, fact sheets, pitch notes, social media content, feature articles, and other outreach materials to enhance public awareness of the Copyright Office’s mission and services.
Collaborates with other Library of Congress offices to shape and implement outreach efforts. Formulates the office’s stance on challenging public outreach issues and provides expert consultation on a wide range of outreach topics. Works closely with senior management to develop and implement outreach strategies, concepts, and policies.
