JOB DESCRIPTION:

The Department for Medicaid Services, Division of Information Systems, Systems Operations Branch is seeking a Business Analyst for the Kentucky Level of Care System (KLOCS) in Frankfort, Kentucky.

RESPONSIBILITIES:

  • Provide Production Support as part of the KLOCS team in the DMS DIS Systems Operations Branch.
  • Troubleshoot applications/interfaces and reporting issues.
  • Serve as a liaison between DMS policy staff and Vendors.
  • Identifying, analyzing, and documenting functional and business requirements.
  • Work on system change requests to ensure solution meets regulatory compliance and policy changes.
  • Review deliverables, publications, and other documents to support system changes.
  • Perform quality assurance, such as User Acceptance Testing, if applicable.
  • Assist with process improvements.
  • Manage solution defects to ensure they are addressed in a timely manner.
  • Effectively document and communicate business and IT information in line with agreed processes and procedures.
  • Participate in implementation of new business processes and functions as a result of national and regional initiatives.

REQUIRED QUALIFICATIONS:

  • Bachelor's degree, or equivalent combination of recent, relevant work experience.
  • Proficient in Microsoft Product Suites (Word, Excel, and Visio).
  • 5+ years Medicaid Systems or Healthcare systems experience.
  • Excellent interpersonal skills and highly experienced at dealing with clients/users at all levels, singly and in groups.
  • Experience defining business problems, gathering, and documenting requirements, and determining solutions to meet requirements.
  • Strong understanding of SDLC methodology.
  • Ability to work on multiple tasks at any one time while maintaining high quality standards.
  • Ability to handle extreme workloads with general direction.
  • Relationship management and facilitation skills.
  • Possess effective written and verbal communication skills.
  • Must be detail-oriented, self-motivated, and able to work independently and in conjunction with team members.

PREFERRED QUALIFICATIONS:

  • Working knowledge of Kentucky Healthcare Programs (i.e., Medicaid).
  • Strong understanding of healthcare enterprise systems (including, but not limited to claims, finance, MCO's, providers), with the ability to understand and communicate from a business perspective.
  • 5+ years working for a large-scale IT system related to Medicaid.
