Job Description
The Iowa Utilities Commission (IUC) is seeking a full-time Clerk Specialist for a contract and merit-covered position reporting to the Manager of Customer Service.
The Clerk Specialist will receive inquiries and complaints from customers via phone and in writing, respond to customers by providing accurate information about IUC rules and utility tariffs, contact utilities, or route requests to a technical expert within the IUC.
The individual must be highly organized, have excellent verbal and written communication skills, and have the ability to handle a variety of tasks with minimal supervision in a timely and effective manner. The Clerk Specialist analyzes and reviews email inboxes to respond to customer and industry inquiries. The employee in this position reviews emails that may include customer statements and records requests, timelines, policy questions or supporting documents provided in complaints. This position supports technical staff by assisting with document and other visual presentations at public meetings.
The ideal candidate must be able to read and interpret IUC administrative rules and apply them to meet customers’ needs.
Tracking, maintaining, saving, and filing documentation to support the actions of the Customer Service bureau are also vitally important. Use of the IUC’s electronic filing system (EFS) requires technical aptitude, attention to detail, computer skills for processing filings, and critical thinking skills to follow up with customers as needed.
The successful candidate will proofread filings and documents and must have the ability to recognize and troubleshoot filings for errors in standard process and communicate filing needs to the public. This position may require travel throughout the state to support public meeting and hearings.
Minimum Qualification Requirements
Experience equal to three years of full-time clerical or closely related work;
OR
an equivalent combination of education and experience, substituting graduation from high school, G.E.D. equivalency or satisfactory completion of a recognized correspondence or formal job-related training course at the high school or equivalent level such as that offered by WIN, OEO, CEP, CIVEC or similar programs, for one year only of the required experience;
OR
an equivalent combination of education and experience, substituting nine months or thirty semester hours coursework in an accredited business school, college or university for each year of the required experience;
OR
certification from the State of Iowa Administrative Assistant Certificate Program will substitute for six months of the required experience;
OR
employees with current continuous experience in the state executive branch that includes the equivalent of eighteen months of full time experience as a resident treatment worker or Clerk–Advanced.
