This position is located within the Department of the Interior's (DOI) Bureau of Safety and Environmental Enforcement (BSEE), Environmental Compliance Division (ECD), Atlantic Section in Hadley, Massachusetts or Sterling, Virginia.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Serves as the principal advisor on marine biology and ecology and its associated OCS components (e.g., corals, fish and fisheries, deepwater benthic communities, topographic features and banks, live bottoms, and other marine-life/marine-habitats), particularly as related to the National Marine Sanctuaries Act (NMSA), Magnuson-Stevens Fishery Conservation and Management Act (MFCMA), Executive Order 13089 (Coral Reef Protection), and associated BSEE policy.
2. Serves as the lead Marine Biologist or Ecologist, leading BSEE's efforts on consultations and coordination with the Bureau of Ocean Energy Management (BOEM), the U.S. Fish and Wildlife Service (USFWS), and the National Marine Fisheries Service (NMFS) for the ECD's Atlantic region. These interagency coordination efforts regarding potential impacts to marine ecosystems from offshore activities under BSEE jurisdiction are required for Essential Fish Habitat (EFH). Serves as lead for the preparation/submittal of any subsequent EFH reports and analyses resulting from these coordination efforts. Serves as the lead on marine sanctuary issues in coordination with BOEM and the National Oceanic and Atmospheric Administration (NOAA).
3. Works with Atlantic Section staff and other program and agency staff on Marine Trash and Debris (MTD) oversight and the interagency and international coordination required under the International Convention for the Prevention of Pollution From Ships (MARPOL) - Annex V, the Marine Plastic Pollution Research and Control Act (MPPRCA), and regulations imposed by various agencies, including the U.S. Coast Guard (USCG) and the U.S. Environmental Protection Agency (EPA). Prepares and submits any subsequent MTD reports and analyses ECD's Atlantic Sections' behalf.
4. Oversees office compliance monitoring and verification of operational reports and industry's Post Activity Submittals (PAS) as it relates to the field of expertise, which includes requisite documentation submitted after OCS operations are complete (in part or in whole) to verify/record compliance with environmental standards
5. Delivers briefs about and communicates BSEE technical programs, policies, and conclusions toother Federal, State, and local agencies, industry leads, and private groups/persons as the technical authority on marine biology and ecology.
6. Initiates and takes lead responsibility for the planning and conduct of coordination meetings, industry/public workshops, Information Transfer Meeting (ITM) sessions, and other conference work related to marine biology and ecology oversight. Represents BSEE and the OEC at professional meetings, and on task forces or committees involving Federal, State, or private agencies and individuals

Salary Range Information (Per Annum): *First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
Sterling, VA Salary Rate Range:
GS-13: $117,962 - $153,354
GS-13: $116,510 - $151,467
