- Serves as a deputy to the Director of Procurement Strategic Operations Division, provides guidance to technical procurement leadership on all phases of the federal acquisition life cycle.
- Manages resources and identifies strategic objectives for the organization. Leads integrated teams through acquisition strategies, competitions and negotiations, business and contract for diverse problem sets and centers.
- Leads the team in all requests from NASA filed installations for deviations to the Federal Acquisition Regulation (FAR), the NASA FAR supplement, and all Determinations and Findings requiring approval at the Headquarters level.
- Serves as a subject matter expert and technical advisor with knowledge and experience in researching legislation, Executive Orders, acquisition regulations, and other contracting guidance, policy, and procedures necessary to execute contracts.
- Oversees Source Evaluation Boards and source selection activities for major program selections made at Headquarters.
- Maintains systems of selection and review of acquisition documents and meetings to establish acquisition strategies, which includes plans, request for proposals, justifications for other than full and open competition and contractual instruments.
- Leads the formulation of procurement reviews and recommends improvements to legislation, acquisition initiatives, contracting guidance, and procedures in collaboration with team members and internal and external stakeholders.
- Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.
